Hmm, guessing not a character I know then!
Looks kinda like Elizabeth's hair from Black Butler.
Could be used as a Harley Quinn wig for when she's in her classic suit without the jester Hood.
I can't the name but there's an anime girl who's really rich and has her hair in pigtails and the pigtails kind of look like drills?
She is a really blunt bang with two little strands of hair to frame her face.....

And assuming the pigtails are clip-ons you can take those off use it for a couple of guy cosplays.
